Programming it using traditional means would always fall short. The pilot implementors are General Santos City Tagbiliran City, Iligan City, Bacolod City and Puerto Princesa City. It has been running for 6+ years now. However, the implementation has brought mixed success stories. Only Iligan and Puerto Princesa City fully implemented the whole package comprising of BP, RPT and TC Module. And only Puerto Princesa City implemented the recommended continuous accountable form. Bacolod adopted the system later in the project and decided not to implement the RPT Module. Gensan has problem with the connectivity and location of its servers since the offices are not under one roof.
