How to acquire the software

E-TRACS is available ONLY to local government units. It is a FREE software and not sold, thus the product cannot be purchased through commercial for-profit marketing partners, sales distribution channels or resellers. With that, only the following are the ways to acquire the software:

1. Through grants

E-TRACS was started through a grant-funded project and this is our most preferred setup. Majority of our implementations are implemented as such. We will be dealing directly with firms managing the grant. The grant provider will be given up-to-date reports regarding the status of each recipient LGU including evaluation as to the degree of success, or failure as the case may be, on the implementation of the project. This information is made public and posted in our website. As of the present, most of our projects are AusAid funded-projects. However, our doors are open for other funding agencies who may be interested in our services. To know more about our service and successes, click on the following:

2. Direct Engagement

This is for LGUs who want to upgrade their systems but finds it difficult to get qualified for grants. An LGU can engage with us directly through a memorandum of agreement (MOA) , through a bidding process or other forms of legal methods for an LGU to purchase our consultancy services. An LGU can download our technical specifications of the project and other references in this website that they may use in preparing the request for proposals or to evaluate systems. Prices of our consultancy services are fixed and can be viewed here.

3. LGU to LGU

An LGU can go into a Memorandum of Agreement with another LGU that has successfully implemented E-TRACS. Although we are not discouraging this practice, we are not encouraging it either unless the implementing LGU has the personnel fully qualified to do it. E-TRACS is a complicated system and configuration differs per each LGU. Inadequacy of knowledge might result in wrong implementation or does not fully take advantage of the functionality of the product. For this reason we are offering certification trainings and tests to LGU individuals who want to become a certified implementer of the project. For more information, see links below.

4. Certified Training Partners

An LGU can go into a memorandum of agreement with our certified training partners to implement E-TRACS. Our certified training partners are foundations and non-profit organizations specializing in information technology who have gone into special partnership with us for the implementation, deployment, training and support of E-TRACS.

5. Download the software

For LGUs who have the expertise and want to implement the projects themselves, they can either download a software from our website or order a CD. However, before they can download they need to register first in our website. An important note is that only valid LGUs are allowed to register and we require a letter from the mayor of their intent to apply. There is a small fee involved to create an account in our website. Once registered, the LGU can go to the downloads page and select the appropriate version. The most recent stable version will be the recommended version. Follow the instructions that are available from documentations and manuals. The following are the options to acquire the software:

1. Download software from the website - Free
2. Order a CD of software and documentation - Php 15,000.00
3. Order a CD customized configuration - Php 40,000.00

Note: a customized CD contains a pre-configured setup specific to the to the LGU like barangays, settings and other rules.
