The TRACS System was funded by AUSAID under the management of Sagric International for the PRMDP project. The pilot implementors are General Santos City Tagbiliran City, Iligan City, Bacolod City and Puerto Princesa City. It has been running for 6+ years now. However, the implementation has brought mixed success stories. Only Iligan and Puerto Princesa City fully implemented the whole package comprising of BP, RPT and TC Module. And only Puerto Princesa City implemented the recommended continuous accountable form. Bacolod adopted the system later in the project and decided not to implement the RPT Module. Gensan has problem with the connectivity and location of its servers since the offices are not under one roof. The diversity of the implementation environment contributed more on the level of implementation by the pilot LGUs.
One of the problems with automatic calculations of taxes, fees and charges for business permits (or any permits for that matter) is that the calculations are too varied and too unstructured that it doesn’t follow certain patterns. Programming it using traditional means would always fall short. Even if you get all the scenarios for all LGUs ( which is impossible by the way), there is still the possibility that new rules may crop up in the future that you have not anticipated. Read more…
